KWA provides assistance to our clients in the implementation of Disadvantaged Business Enterprise (DBE) programs and Historically Underutilized Business (HUB) programs that comply with all requirements of either federal (USDOT – 49 CFR Part 26), or state (NC Senate Bill 914/General Statute 143-128.2) guidelines. The array of services offered by KWA in Contract Compliance includes:
Review of bid documents in coordination with A/E firms to ensure inclusion of appropriate DBE language in documents.
Attendance at pre-bid or pre-proposal meetings to explain requirements of the DBE program.
Conducting detailed good faith efforts’ reviews, following receipt of bids/proposals, to determine sufficiency of efforts.
Development and maintenance of client DBE databases and/or bidders’ lists.
Development and implementation of localized DBE outreach and training programs.
Monitoring projects for compliance with DBE program requirements.
